The Arcanist - Loa!

Deviant Universe History:

One day, Fionna saw the news about the invasion of Psi-Void and how a few individuals who were known as heroes were able to defeat him.
She saw the creation of Thunder Force as a chance to prove she could help. When she wanted to apply, however, the hero community was in conflict known as the freedom war.
Loa changed her mind and no longer wanted to join the community of heroes, as she saw how unstable they were.
It's only when Omega rose from the Netherworld and her apartment crumbled that she finally contacted the heroes, they let her into their hideout and gave her a cyber suit to fight
against the rising evil that was on the surface, defeating the one called Ember with the help of Muriel.

When the Thunder Force was looking for new members, all the participants took on an obstacle course and were judged on their performances.
After an intense run, Loa was part of the Thunder Force team and had an official file as a hero.

She continued to serve justice in the team, but one day, she encountered a future version of herself who taught her many things that would help her on her life.
Her future self also warned her about someone who will soon reveal himself to destroy everything she and the other heroes has worked for.

After her injury by the psychic known as Deathwatch, Loa has now a fresh new look on the world and she decided it was best for her to make some changes.

When her Master Sujin showed up, the opportunity to leave with him was too tempting to resist. Finishing her recovery, Loa left in haste without speaking about it to anyone..
Learning what was left of her studies with her master, Loa returns after gaining many new allies and having fought terrible foes.
Now, she returns one last time to aid her friends..

Alignment: True Neutral - , Does what she thinks is right.

Known languages:
Loa speaks English with a bit of an accent, French, German and a bit of basic Japanese. All of which she learned at the Academy.
She can also read Runes.

Abilities;

Magic Knowledge:
Loa has merely complete knowledge of magic. She can identify most types without any issues. From the origin of magic to it's uses.
She started studying all the different aspects and sub-aspects of magic since she was a child, eventually gaining a complete understanding of Thaumaturgy.
She can remember all of this information thanks to her regenerative abilities.

Regeneration:
Loa can heal her brain cells, this allows her to have incredible memory and learning potential.
A skill that other wizards would surely envy, this enables her to memorize her attacks without the use of a spell book.
It has many other passive benefits, we call it ACS; Arcane Cerebral Stimulation.

Arcane magic:
Arcane magic means Order in the Universe, to make something out of nothing.
It uses the energy found everywhere around and converts it in pure magical power. Users can create all kinds of spells with Arcane, from magic projectiles to shields or teleportation to manipulation, Arcane is one of the most versatile type of magic.
This was passed down to her by her family, who were strong Arcane users.

Frost magic:
Loa was also granted control over the frost element, thanks to her father being an Ice mage. She luckily inherited these powers and uses them mostly for defensive spells.
It is unclear what other ice spells she has, but she may have many more surprises.
Loa sometimes mixes her Arcane and Frost abilities to slow down targets while she rains damage upon them.

Weaknesses:

Glass canon:
Loa is very vulnerable to any physical adversary, she needs protection if she is to support someone in battle. Without magical armor or a protector to keep her away of dangerous foes, Loa is very vulnerable, even if she is known to take on powerful beings from a distance. 
A good simple way of defeating her would be to surprise her and knock her out from behind.
This means one should step away from her spells and strike at the right moment, as her magic inflicts massive damage on direct hits.
Loa has little defenses to keep her from harm if a foe is too close.

Shockwaves:
Loa's magic gets cancelled out by waves.
Shockwaves and loud noises disrupts Loa's ability to focus and nullifies her magic as well.

Casting time:
Loa's magic depends on her current mental state, if she is somehow emotionally compromised, her magic powers will be affected.
She also cannot cast spells if her hands are restrained/tied up, as she relies on her hand gestures and dialogue to cast magic.
Shouting the spell she is about to use fully complete the cast, making it stronger than if she remained silent.
